Our Mission

Shadow Cats TNR (SCTNR), formerly known as Best Friends in Harford County, is a 501(c)(3) non-profit organization dedicated to assisting animals in need in Harford County, MD. Our mission is to establish and manage programs for the welfare of community cats, companion animals, and pet owners needing assistance, in collaboration with other community partners, rescue groups and shelters.

We specialize in controlling the community cat population through Trap-Neuter-Return (TNR). As a result of the TNR process, we often acquire, along with feral cats, friendly and semi-friendly cats and kittens. We work to place these cats into appropriate homes through our adoption and barn cat programs. SCTNR seeks to educate the public on the importance of spaying/neutering all pets as well as controlling the cat populations in our county.

One of our goals is to help raise awareness for several different causes, diseases, and more. Each week we feature a Non-Profit of the Week for you, so please visit these organizations and share their information.
